Bennett, an attorney-at-law, holds an LLM in Public Procurement Law and Strategy (Bangor University) and is a certified international risk manager (Chartered Institute of Bankers, Scotland).   

He is the Chief Public Procurement Policy Officer at the Ministry of Finance and Public Service, Jamaica.
